    looks like their directions correspond to a binary value. there are 2 spys pointing right that have values of 0100 and 1001 and since there's also a spy pointing left with 0100, it seems the "bad guy" is the right pointing 0100...

    Wow. If I was given that question and saw the answer, I'd walk right out of the interview. And if I saw this posted on a tech web site and spent some time thinking about it, then saw the answer, my opinion of said site would be lessened.

    That is truly stupid.

    I've read the PDF file explaining the mental effort behind this design.

    It's seriously unlikable - more muddled, less interesting and conceptually uglier than any Rube Goldberg cartoon picked at random.
